    The Senior Programmer/Analyst supports the development, implementation and maintenance of the College’s enterprise applications. This position analyzes user requirements, procedures, problems, and related system operation and institutional data. Using that information the individual will complete, or lead in the completion of, programming or program modifications to meet the needs of the users of the system.

    Principal Accountabilities:

    • Confers with personnel of organizational units involved to analyze current operational procedures, identify problems, and learn specific input and output requirements such as forms of data input, how data is to be summarized, and formats for reports
    • Writes detailed description of user needs, program functions, and steps required to develop or modify computer programs
    • Codes, compiles, and tests programs designed to meet user and institutional needs and objectives
    • Reviews computer system capabilities, workflow, and scheduling limitations to determine if requested program or program change is possible within existing system
    • Studies existing information processing systems to evaluate effectiveness and develops new systems to improve production or workflow as required to meet current and projected needs
    • Prepares workflow charts and diagrams to specify in detail the operations to be performed by systems, software and various Sinclair staff
    • Plans and prepares technical reports, memoranda, and instructional manuals as documentation of program development
    • Upgrades system and corrects errors to maintain system after implementation
    • Resolves work problems related to flow charts, project specifications, or programming
    • Prepares time estimates for completing projects
    • Directs and coordinates work of others to develop, test, install, and modify programs

    • The Manager, Cyber Operations is responsible for ensuring the successful execution of operational and project-related activities associated with the Credit Union’s IT Security systems. This role manages Information Security Engineers II and the Cyber Operations Analysts by providing day‐to‐day guidance on tasks including those related to data security related activities. The role is also responsible for addressing gaps and minimizing ongoing risks associated with IT Security’s operational functions in conjunction with other IT teams, Internal Audit, and Enterprise Risk Management functions.

      1)      IT Security Operations Support & Maintenance (50%)

    • a)       Supervise the activities of the Cyber Operations and Security Operations teams.
    • b)      Oversee SolarWinds Observability network monitoring, management and alerts.
    • c)       Oversee WPCU’s Vulnerability Monitoring, Assessment & Management program.
    • d)      Ensure IT security applications, appliances, and servers are maintained with proper
    • security patches and hardware/software updates.
    • e)      Ensure assigned IT Security vendors comply with regulatory, contractual, licensing, and
    • service level agreements.
    • f)        Leads the cyber incident response phases of identification, containment, eradication,
    • and recovery for any intrusions or ransomware.
    • g)       Coordinate with the WPCU ISO in the evaluation, selection, and implementation of
    • security solutions and/or tools as part of the overall IT security program.
    • h)      Act as the vendor‐owner for assigned IT Security managed services providers and
    • participate in vendor due diligence reviews, including annual performance assessments.
    • i)        Ensure assigned business units are operating efficiently and reliably, comply with applicable laws, regulations, and rules, have appropriate operating controls to mitigate risk, and are performing at a high level.
    • 2)      Leadership & Personnel Management (35%)

    • a)       Assign, prioritize, track, and review progress on tasks for assigned staff.
    • b)      Perform Resource planning and estimating.
    • c)       Supervise, coach, and regularly review the performance of staff.
    • d)      Execute coaching improvement plans and make recommendations for promotions.
    • e)      Participate in regularly scheduled IT Leadership Team staff meetings.
    • f)        Take part in Disaster Recovery and/or Business Continuity triage efforts as assigned or
    • required by the BCP Command Team during a formally declared event.
    • 3)      Planning and Budgeting (10%)

    • a)       Provide the Project Management Office with work effort estimates on projects.
    • b)      Ensure proper time tracking by staff and approve time entry.
    • c)       Create vendor SOWs as needed and handle associated invoice approvals.
    • d)      Provide input to the IT budgeting and planning processes throughout the year.
    • e)      Contribute to the overall technology strategy and rolling IT 3‐Year Operating Plan.
    • 4)      Internal Audit and Regulatory Exam Support (5%)

    • a)       Provide input to annual regulatory exams and third-party IT audits conducted by Internal Audit.
    • b)      Provide input to various Risk Assessments conducted by Enterprise Risk Management.

    Required Skills

    This role is skilled and knowledgeable in information security protection and programs, reporting, communications processes, and continuous improvement: 

    1)      Bachelor’s Degree in Business, Information Technology, Information Security, Computer Science, or a related field of study.

    2)      Seven (7) or more years of experience in the information technology field with at least 3 years of

    experience in support of information security and/or network security technologies.

    3)      Three (3) or more years of prior supervisory/leadership experience at the Manager or Technical

    Lead level; must have managed work efforts in a complex, enterprise environment.

    4)      Experience in managing and maintaining SolarWinds Observability solutions

    5)      Proven experience and expert‐level knowledge of Microsoft Windows operating systems and

    Microsoft Active Directory.

    6)      Demonstrated knowledge of computer networking and secure protocols (e.g. SSL, FTPS, HTTPS,

    IPSEC, etc.). A Network+ or Cisco Certification is preferred.

    7)      Proficiency in security technologies such as user access management, security monitoring, and

    data encryption.

    8)      Experience supporting IT or Information Security in a financial institution is desired.

    9)      Knowledge of new and/or innovative initiatives that have improved efficiency, quality, security,

    and service levels within the IT security arena.

    10)  A current CISSP or CISM certification is a plus.

    Position Type

    The Cyber Operations Analyst (COA) helms Wright-Patt Credit Union’s (WPCU) Cyber Integrity Center (CIC). They are responsible ensuring the performance, availability and integrity of WPCU’s networks, mission-critical applications and data. They are tasked with providing technical expertise in all areas of network, system, and application security. They coordinate with various teams in the Information Technology (IT) department, Information Security, and other stakeholders to resolve and optimize network performance, triage outages and protect WPCU’s infrastructure, end points and data. The COA manages WPCU’s vulnerability management program and is the first to respond to cyber security incidents. They report on cyberthreats and work with IT Security Engineers and other stakeholders to implement any changes needed to protect WPCU’s infrastructure and data.

    1)      Cyber Threat Management ‐ Collect, analyze, triage, and disposition of information from all threat sources. Maintain Anti-virus, IDS/IPS & EDR signatures, rules, or other defensive countermeasures that “arm and inform” monitoring infrastructure based on analyzing the threat intelligence. (35%)

    2)      Monitoring and Analysis – Proactively monitor the availability and performance of WPCU’s networks and mission‐critical applications. Track system performance against defined service level agreements. Coordinate with other IT staff to correct issues and optimize services. (25%)

    3)      Incident Response – Detect, triage, analyze, respond & recover from system outages and suspicious activity. Troubleshoot issues & escalate to the appropriate teams for resolution. (10%)

    4)      Logging ‐ Perform audit logging of users, applications, networks, systems, and access to physical assets. (10%)

    5)      Ensures proper policies, procedures, risk mitigation activities, and operating controls are followed. Reports gaps in policies, procedures, risk mitigation activities and operating controls to leadership to ensure member impact and risk is mitigated. (10%)

    6)      Documentation – Properly document incidents, systems and procedures. (10%)


    Required Skills

    1)      2‐5 years of experience in the information technology field.

    2)      Bachelor’s Degree is desired, preferably information technology or computer science.

    3)      CompTIA Security+, CySA+, or EC‐Council Certified Ethical Hacker (CEH) certification required. Candidates without these certificates will be considered, however they may be required to obtain certification within the first year.

    4)      Experience with managing and securing both on-premises and hosted systems and applications.

    5)      Working knowledge of network defense, forensics, reverse engineering, and incident response.

    6)      Working knowledge of network administration, traffic analysis, and troubleshooting.

    Responsibilities • Assist with projects that range from configuring and upgrading firewalls, switches, wireless networks, O365 migrations, server migration/upgrades (physical, virtual, cloud-based, and Microsoft Exchange), backup solution deployment, and cybersecurity solutions for ETS Clients. • Work with junior level team members to provide training and assist with escalations. • As needed, resolve client IT issues and requests over the phone or via remote connection to client systems and infrastructure through our RMM and PSA tools. o Typical client IT issues and requests include active directory, group policy, server, networking (wireless, firewalls, switches), and application liaison support. • Use established processes and procedures to manage your assigned service and project tickets in the RMM system. • Document and record time for all actions taken when working or resolving customer issues in the RMM system. • Participate in the after-hours on-call rotation as the EOC (Engineer On-call). • Perform other duties as assigned.

    Technical Skills – Experience with 1 – 2 of the following: • Ability to implement and support Virtualization environments, including VMWare and Hyper-V. • Ability to implement and support Cloud environments, including Office 365, Azure, and/or AWS. • Ability to implement and support Network Infrastructure, including Fortinet, Extreme Networks, and/or Aruba. • Experience supporting complex Wireless Networks, utilizing Extreme Networks/Aerohive and Fortinet. • Experience implementing and supporting Backup/Disaster recovery, utilizing Veeam.

    Essential Skills • Effectively communicate with clients and ETS team members. Communication is key to our success. • Be innovative and consultative when collaborating with clients. The value of ETS comes not only from solving the client’s issues but helping to avoid reoccurring issues. • Follow ETS policies, procedures, and service delivery expectations to ensure consistency. • Collaborate with team members on projects and issues as necessary. Provide and receive training as necessary.

    Expectations & Professional Growth • Work scheduled hours Monday through Friday 8:00AM – 5:00 PM, with after-hours support and project tasks as needed.
