    About the job

    Oversees the Fiber Network expansion and project routes to ensure network growth is completed on-time while meeting budget constraints and construction requirements. Proactively identify and mitigate network risks and develop contingency plans. Validate and outline requirements for new routes to ensure objectives are clearly defined and meet stakeholder requirements. Manage internal operations between OSP, Network Operations, Service Fulfillment and Sales to ensure smooth network expansion, equipment procurement and customer turn-up. Manage complex regulatory and permitting issues.


    Primary Responsibilities:


    • Oversee the development and completion of route feasibility diagrams to provide route completion estimates and reduce project risks and/or delays
    • Coordinate emergency repair crews for network resiliency
    • Refine project costs estimates to validate the baseline budget
    • Create and manage accurate spend forecasts throughout the project’s execution
    • Proactively mitigate risks to stay within budget constraints
    • Create and monitor project milestones to ensure timeline accuracy
    • Conduct construction resource planning to ensure project objectives are met
    • Manage support contract terms with HVAC & Power contractors
    • Provide project-level reporting, executive project reporting and regular updates to customers
    • Ensure the delivery of project as-builts to the support teams in a timely manner to ensure records are properly captured in inventory systems and GIS
    • Coordinate and collaborate with OSP teams to spot-check on construction progress and completion timeline


    Desired Candidate Qualifications:

    • Experience in the telecommunications industry with an emphasis on outside plant, telecommunication architectures, fiber optics and optical transport equipment
    • Experience in OSP project management and construction management with emphasis on long-haul, regional carrier, or other large project constructions
    • Familiarity with all types of outside plant construction methods and best practices
    • Working knowledge of construction standards, fiber specifications and optical network design principles
    • Experience with all levels of optical transport including DWDM, ROADM, L2/L3 Transport, DIA
    • Ability to manage multiple RFPs, design construction schedules and responses simultaneously
    • Ability to perform on-site surveys and attend field meetings to ensure projects meet the delivery and commitment dates identified
    • Ability to meet with various jurisdictions or municipalities and vendors to review project scope and ensure positive communication is maintained
    • Availability and willingness to pull on-call duty when assigned or as needed
    • Exceptional problem-solving and negotiation skills
    • Ability to read and understand construction documents
    • Experience managing large capital projects
    • Ability to communicate technical topics clearly and effectively
    • Familiar with e-mail, Microsoft Excel, Microsoft Word, Google Earth and 3GIS Mapping
    • Must have a valid driver’s license with no major infractions in the past five years
